Shorty was the second most wanted criminal in the universe, and a friend of Morgana's.  He was called in to help Morgana in her plans to destroy the Power Rangers.  

Shorty started by attacking downtown New Tech City.  The Rangers responded, but were then distracted by Morgana in her Robot of Destruction.  Morgana's robot placed a signaling device in the city, and Shorty held the activator for it.  However, before he could press the activator, Shadow Ranger showed up to stop him.  Shadow Ranger managed to knock him off the roof, down to the street where Morgana was fighting the Rangers.  

Shorty and Morgana were then judged and found guilty of attempted take over and destruction of Earth.  The Rangers fired the Canine Cannon, but the blast was stopped and shot back at the Rangers by Devastation, Shorty’s brother.

With Devastation, Shorty & Morgana were able to defeat the Rangers.  After defeating them,  Shorty, Devastation, and Morgana left the Rangers to think about their defeat.  But shortly after, Shorty started attacking the docks of New Tech City.  The five Rangers responded and threw everything they had at him.  While the Red Ranger did manage a direct hit with the Canine Cannon, this only caused Shorty to grow to giant size.

With the Delta Runners damaged, all the Rangers had was the Cannine Cannon, but that was still no match for the giant monster.  With the Rangers defenseless, Shorty fired a powerful blast at the Rangers.   

Commander Cruger ordered the formation of the Delta Command Megazord to combat the giant Shorty.  All six Ranger commaned the Megazord, but they were still no match for the monster.  Then, a new Zord showed up.  The Omega Max Cycle arrived and attack Shorty.  Then the cycle morphed into the Omega Megazord and was able to destroy Shorty with it's blades.
