Valko is a heartless warrior from the Perterian Army.  He was given the chance to become Emperor Gruumm’s Second in Command, but he first had prove himself worthy. 

To do this, Valko awakened Goradon, an extremely powerful and destructive machine.  However, in order to gain control of Goradon, Valko needed a Series One Process Hyper Intelligent Encryptor, or S.O.P.H.I.E. for short; a D Squad Cadet at the S.P.D. Base. 

Valko attempted to get Sophie by attacking the Rangers & D Squad outside the base, but failed when the Green Ranger saved Sophie.  But, Valko did not give up, he then had a Blue Head Krybot attack the Delta Base with a robot he purchased from Broodwing.

Though the Evil Robot lost, once it was discovered the Sophie was a cyborg and had lied to everyone at S.P.D., she was expelled from the academy, thus leaving her out in the open for Valko to capture.  Though Sophie did put up a fight, she was eventually captured by Valko and used to control Goradon.

However, when Sophie managed to escape, Valko went after her.  When he caught back up with her, Sophie screamed for help in a high pitched frequency that Commander Cruger could hear.  He showed up and battled Valko as the Shadow Ranger.  Valko was then defeated and contained with the Shadow Saber.
